WTB: Tire Carrier

Looking for rear tire carrier that will ideally swing out instead of down. If the price was right, I wouldn't mind a replacement rear bumper, but for longer term use, I was thinking about a hitch mount swing out carrier.  When that day comes to part with the X, the hitch-mount carrier could carry over to a replacement truck.
Anyone have something like this for sale or know of a fab shop that could build one?

I was hoping to keep the price below these options.

I understand i'm losing some departure angle with the hitch mount, but i'm OK with that compromise for the flexibility of not having it mounted all the time and being able to move it to another truck.

Detours of Main quoted me $595 plus about $75 to fedex shipping, but they have a 10 week lead time.  I might be able to convince the wife at that price point.

If there was something available locally, sooner, i'd be interested in looking at it.

Like I mentioned, not opposed to having a local fab shop do something, but I have zero experience in this area so I'm not sure what build pricing is like or what shop people would recommend.
